Can I wear off white leather boots with black woolly tights or will that make me look slightly insane?

Honestly what you wear with it for a top would matter more. Take what you have and pair it with a short jean skirt and a off white sweater and it would look awesome. Match it with a black sweater and it would seem a little off. Black tights are pretty much universally accepted with any colors, try to match the boots to the rest of the outfit.
